Govt. Clarifies Re-Import Rules for Unsold Jewellery at Exhibitions

New Delhi: India’s Ministry of Commerce & Industry has issued a crucial clarification concerning the re-import of unsold jewellery exported for exhibitions under specific conditions outlined in the Handbook of Procedure, 2023. This announcement follows recent amendments to the import policy for certain jewellery items.

The Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry, in its Policy Circular No. 05/2024-25, dated 13th June 2024, addressed to all Customs Authorities, RAs of DGFT, and members of the Trade & Industry, has clarified the procedures following the reclassification of certain jewellery items under the ITC (HS) Codes 71131912, 71131913, 71131914, 71131915, and 71131960 from “Free” to “Restricted” category. This change was officially notified in Notification no. 17/2024-25 on 11th June 2024.

The DGFT has clarified that the re-import of unsold jewellery exported for exhibitions under the aforementioned ITC (HS) codes will be permitted by Customs authorities without requiring import licenses. This is contingent upon compliance with all applicable Customs provisions.
